(b) desire of the Chinese Government, or at
least of the Ministry of Communications, that the
funda be devoted first and foremost to the comple-
tion of the Canton-Hankow Railway.
2. Dr. Wang said that the Chinese Government
desired that the bulk of the Indemnity should be
ultimately applied to educational purposes, and
any transference of it for railway purposes
should be by way of advance to the railway, to be
gradually repaid and applied to educational
purposes. The Chinese Government, however,
attach so much importance to the Canton-Hankow
Railway project; 1) as providing immediate
employment for disbanded troops; 2) as essential
to political and economic uniformity of the
country, that they would desire at once to apply
the bulk of the indemnity to that purpoB 8,
though ultimately it would become available for
